Comey declined to testify in private in front of the Senate Intelligence Committee, because he knows that spineless Republicans will spin his private testimony to cover for Donald Trump again.
Methinks Comey is furious the way Trump has treated him in public.

James Comey is willing to speak to Congress following his sudden dismissal as head of the FBI earlier this week, but he wants the testimony to be public, according to a new report.Comey declined an invitation to speak to the Senate Intelligence Committee in a closed door session next week.However, The New York Times reports that Comey is willing to speak if it's a public hearing.
He denied that the president was threatening Mr. Comey. “That’s not a threat,” Mr. Spicer said. “He simply stated a fact. The tweet speaks for itself. I’m moving on.”
Mr. Comey made no comment, but later in the day he declined a request to testify before the Senate Intelligence Committee on Tuesday. According to a close associate of Mr. Comey, he is willing to testify, but wants it to be in public.
